South London FQP

4th June 2009

SLFQP appear to have made a seamless transition between financial years with some old initiatives ongoing and some new ones now active.

Days Aggregates Railfreight Terminal Visit
Following on from February’s successful visit to Sainsburys’ distribution centre at Waltham Point SLFQP have the opportunity for a small group of people to visit the Days Aggregates rail terminal at Purley on 13th July.  This opportunity has come about following a meeting with Network Rail to establish the extent and potential for rail freight in South London which highlighted aggregates as the biggest opportunity.

Due to the working nature of the site places are strictly limited.  Initially they have been offered to those from locations closest to Purley.  If anyone else wishes to attend please contact Alan Lewis.

Night-time Delivery Trial
SLFQP are now 6 weeks into a strictly controlled night-time delivery trial in conjunction with Sainsburys and the Environmental Health Officers from Bromley Council.  Issues which have arisen during the trial have been dealt with by the project team, which is led and facilitated by the South London FQP, in the true spirit of partnership working. Noise monitoring has been undertaken by Bromley Council, with noise mitigation measures introduced by Sainsbury's.

Legal Loading Initiative – Tolworth Broadway
The Tolworth Broadway Freight Movement Study highlighted that improved signage and greater provision of on-street loading bays would make significant improvements to local delivery and servicing operations.  Kingston Council are in process of appointing consultants to implement the area-wide scheme which it is expected will incorporate the recommendations of the study.

Wimbledon and Colliers Wood delivery restriction maps
Following on from the production of map for delivery staff outlining restrictions applicable in Morden town centre, two further similar maps have been published covering Wimbledon and Colliers Wood.  All three maps are available to download from the FQP website.

Delivery & Servicing Plans and Construction Logistics Plans
The next phase of the Delivery and Servicing Plan project for the Boroughs of Croydon, Bromley and Sutton is now underway.  This kicked off with a meeting in April at TfL to ensure consistency with TfL’s wider DSP programme.  Practical implementation involves SLFQP working closely with these three Boroughs to progress towards integrating the DSP concept within each organisation’s existing policies.

Thinking ahead, it will be interesting to see how TfL’s wider DSP programme gets on with the concept in the wider business community and the role that the FQP could have in delivering the concept in that wider context.

With regard to one of TfL’s other key projects, Construction Logistics Plans (CLPs), we recently held a meeting with officers from Croydon Council to investigate the extent to which the forthcoming redevelopment of the Council’s municipal buildings could help lead a collaborative approach to construction logistics across the major projects that will most likely be working in parallel in a relatively confined area within central Croydon.  The logic behind this is that there is likely to be significant benefit in terms of reduced congestion, disruption, noise, emissions etc., as well as an efficiency saving for the various developers.  The expectation is that this would help the Council meet its statutory duty under the Traffic Management Act and be consistent with other existing policies such as the Air Quality Action Plan.

Clean Delivery Vehicle Review

The study conducted by SLFQP to investigate the potential for Low Emissions Urban Freight Servicing Vehicles in South London has now reported and the reports is available for download from the FQP website.

New projects….

  • Works are now being initiated on our new projects for 2009, including: Sutton Town Centre delivery study
  • A review of the current Kingston Town Centre lorry zoning / signage strategy and publicity of the scheme to businesses making and receiving deliveries in the area
  • A signage review for the South Wimbledon Business Area

Website Communications

SLFQP have conducted a major update to the SLFQP section of the new TfL website: www.londonsfqps.co.uk, which is where FQP-related information is now available.  The old www.southlondonfqp.com web address is currently temporarily inactive, but it should soon re-direct to the new pan-London website.

More information will be available on all of these issues at the next steering group meeting on Wednesday 1st July, 2009, at Croydon Town Hall, Katherine Street, Croydon commencing at 10.30am. In the meantime, if you have any queries about any of the activities outlined above, or if you have any contacts you think might be interested in becoming involved in SLFQP please let us know. Please feel free to share this document with colleagues or anyone else you feel would be interested. As always, we are very keen to hear back from you, to find out if this update has been useful, to hear about anything that you are doing and to hear your suggestions about what you think we should be doing.
